In 2022, the Ministry of Education announced its decision to adapt the middle school mathematics curriculum at all levels to align with the skills measured by the international PISA assessment. The foundation was asked to turn to its partners with a request that they make the learning materials they developed available to teachers and assist the Ministry of Education with their professional preparation.

A joint team, led by the Ministry, was established, and the University of Haifa was selected by the Ministry as the professional body to coordinate professional development processes. Together, a plan was formulated to complete the development and prepare thousands of teachers within four years, with a joint budget allocated to the project. Implementation activities began, but in the shadow of the war, the Ministry of Education slowed the progress. Now, however, they are resuming implementation.

Assuming the Ministry of Education will continue to determinedly and persistently lead and implement the project, the foundation will stand by its side and help as much as is necessary. From the foundation’s perspective, the measure of the joint effort’s success is for Israel to be included among the 15 excelling countries on the PISA assessment in mathematics in 2029.

  • What is the Ministry of Education’s updated policy? Does it intend to modify the mathematics curriculum so that it aligns with the PISA assessment framework, and lead its widespread integration?
  • What is the place and role of philanthropy in supporting this kind of governmental policy process; what is the added value, and how should the foundation proceed to realize it?
  • How can understanding and identification with the PISA framework be fostered within the professional community, and how can a professional topic be promoted systemically when it finds no expression in personal feedback?
  • Is there a critical need to measure performance and national progress in middle school? And what about aligning the high school curriculum with the matriculation examinations?
